Presenter bio
I’m Jenifer Carvalho, CEO and Founder of LA Expedite Inc., an architecture and preconstruction firm I built from the ground up; Starting in New York City when I was just 17. What began as a solo venture removing violations, securing permits, and navigating historic zoning and subdivisions in the five boroughs has now grown into a powerhouse firm with headquarters in Los Angeles and statewide reach across California.
With more than 20 years of experience, I specialize in simplifying the complex. My team and I streamline the entire preconstruction process offering permit expediting, architectural design, land use consulting, structural and civil engineering, and project management all under one roof. We are known for our strategic, jurisdiction-specific expertise and our ability to fast-track even the most delayed projects through our signature Blueprint to Success and Path to Build™ process.
We work across Los Angeles City, LA County, Beverly Hills, Santa Monica, Pasadena, Malibu, Santa Monica, Manhattan and Redondo Beach, Long Beach, Orange County, Riverside, and San Bernardino—and we’re actively expanding throughout San Diego, San Francisco, and beyond.
My mission is simple: empower developers, architects, homeowners, and national brands to move forward with clarity and confidence, without the fear of jurisdictions or getting lost in red tape. I believe that bold action, strategic planning, and relentless follow-through are the keys to transforming visions into built reality.
Your Business Is Ready to Open. Your Building Isn’t.
Commercial Permits, Tenant Improvements, Change of Use and Occupancy
A commercial-focused seminar covering the issues that can delay or prevent a business from opening, including change of use, Certificates of Occupancy, accessibility requirements, fire/life safety, restaurants, entertainment uses, signage, health approvals, unpermitted conditions, and permit sequencing. Jenifer will also discuss recent code and compliance changes affecting commercial projects and explain how understanding the rules before signing a lease, designing, or starting construction can help teams avoid costly surprises and achieve a smoother path to approval.
Designed for business owners, developers, and contractors managing commercial and multifamily projects in the 7- to 9-figure range, this seminar outlines the proper project sequence: due diligence, entitlements, plan check, early permits, build-out, and final Certificate of Occupancy. Jenifer will also highlight which reviews can run concurrently, where projects most often get delayed, and the true cost of each month of lost time.
Target audience: All building and construction professionals
