Shawn Owens is the President of the International Association of U.S. Government Contractors (IA U.S. GC), where he brings clarity, confidence, and momentum to companies pursuing the Government marketplace, especially at the Federal level. As the association’s lead educator, he doesn’t simply “teach government contracting,” he translates a complex, high-stakes environment into a practical roadmap that helps member companies navigate, position, and win.
Drawing on firsthand federal experience supporting 5th Generation Fighters, Shawn helps companies align strategy with how government buyers actually evaluate, award, and manage contracts. His approach is grounded in real-world execution: he meets businesses where they are, anticipates the obstacles that stall progress, and consistently turns questions into next steps that move companies closer to award-ready performance.
Inside our organization, Shawn is the architect behind our custom GPT process and the lead strategist for our contracting coaches. He combines modern AI-enabled systems with a disciplined acquisition strategy so our coaches and clients can operate faster, smarter, and with greater precision without losing compliance or sound judgment. His background across Air Force Sustainment Depot Activation programs gives him a practitioner’s command of acquisition realities—making his guidance on IDIQs, BPAs, and MACCs both practical and immediately actionable. And when members reach the “advanced” layers of government growth, Shawn is the steady hand guiding the way, answering questions and advising on IDIQ, BPA, and MACC contract vehicles so teams can pursue the right opportunities, structure the right path, and build repeatable wins.
