• Noah Gear – Outreach Specialist Noah brings a strong background in customer service and operations to his role as Outreach Specialist with the Statewide Procurement Division at the Texas Comptroller of Public Accounts. His professional journey began in the restaurant industry in Wichita, Kansas, where Noah quickly moved into management and launched a new steak house in Manhattan, Kansas. He later transitioned into procurement, serving as Chief Procurement Officer for one of the largest paint manufacturers in Texas. In April 2024, Noah joined the Texas Comptroller of Public Accounts in the Statewide Procurement Division, where he now supports key outreach programs, including Texas SmartBuy, the Centralized Master Bidders List (CMBL), the Electronic State Business Daily (ESBD) and the Vendor Performance Tracking System (VPTS). With a diverse background in both private and public sectors, Noah is committed to helping vendors, state agencies, and local government entities navigate Texas’ procurement systems effectively.
